Implementation Maputo Peace Accord
This project continues the support to the implementation of the Maputo Peace Accord between the ruling party (Frelimo) and the opposition party (Renamo) which was brokered by Switzerland in 2019. The priority is the Disarmament, Demobilisation, and Reinsertion (DDR) of the 5'221 ex-combatants, which should be finalized by the end of 2023. This will be followed by a phasing out and handing-over of remaining aspects of the Accord to suitable government or other structures until 2024.

- Peace infrastructure is maintained to support the implementation of the Maputo Accord for Peace and Reconciliation
- Disarmament, demobilisation and a 1 year re-insertion of DDR beneficiaries is completed as per MoU and a longterm reintegration concept is agreed
- An exit strategy has been designed and put in place
- The DDR process is finalized and remaining beneficiaries have received their reinsertion packages incl. a financial subsidy for 1 year
- An agreement regarding the integration of the DDR beneficiaries into the national pension scheme is underway
- The integration of a number of DDR beneficiaries into the police forces is finalised
- The re-integration framework is able to match DDR beneficiaries with livelihood and skills development opportunities offered by a broad range of partners
- Under the leadership of the Ministry for Education, reconciliation is integrated into the national curriculum
- The PPS has handed-over the follow-up of long term issues related to the process (pensions, livelihoods, reconciliation) to suitable bodies (national/multilateral)
- Up to date 3’267 (63% of the 5'221 DDR beneficiaries) have been successfully demobilised and have travelled to their location of choice
- A collaboration with the Ministry of Education has been established to integrate peace education and reconciliation into the curriculum
- The Re-integration Network, facilitated by the Peace Secretariat PPS, has established partnerships with donors and the private sector to support long-term livelihood options for DDR beneficiaries and their families

Contexte | Since the signing of the Swiss brokered Maputo Peace Accord (MAP) in August 2019, noteworthy progress has been achieved in the implementation of the DDR process. Both conflict parties Frelimo and Renamo remain committed to the peace process. However, the DDR process has progressed slower than expected, mainly due to the Covid-19 restrictions, logistical challenges and higher costs of the DDR process. In addition, the integration of ex-combatants into the general pension scheme is still awaiting a final resolution. |

Overall 28 Mio. Mozambican men and women are benefiting from sustainable peace and security. The remaining 37% of the DDR beneficiaries (1’954) have been demobilized, have returned to their location of choice and have received a 12 months stipend. Indirect beneficiaries are communities in the conflict areas, benefiting from enhanced security, freedom of movement, and more favourable development and private sector investment conditions. |
