National Programme Officer (Governance and Reliable Services) – Ramallah

Fixed-term, full-time, Start 1 March 2026, Duration 9 months (extension possible).

The Representative Office of Switzerland in the Occupied Palestinian Territory (SRO) is recruiting a fulltime National Programme Officer for the Domain Governance and Reliable Services, based in Ramallah, to cover a maternity leave.

Under the supervision of the Head of Domain, the National Programme Officer will identify, design, manage and monitor an array of development cooperation interventions in the areas of governance, public service delivery, public financial management (PFM) and selected socio-economic initiatives.

Key responsibilities

  • Lead day-to-day programme and project management across the domain portfolio (planning, monitoring, reporting, and evaluation).
  • Prepare appraisal documents, project proposals, and decision notes for senior management.
  • Manage relationships with national and international implementing partners, including follow-up on deliverables and performance.
  • Represent Switzerland in technical working groups and donor/sector coordination fora; contribute to policy dialogue where relevant.
  • Conduct field missions within the West Bank as required.

What we look for

  • Master’s degree in social/political sciences, development studies, public policy, economics, or a related field (additional training in governance/PFM is an asset).
  • Minimum 5 years of relevant professional experience in development cooperation, preferably with an international organisation.
  • Solid knowledge of international development cooperation standards and good practice (results-based management, monitoring and reporting, risk management, partner oversight).
  • Flawless professional conduct in the environment of a diplomatic representation.
  • Demonstrated experience in governance, including work with Local Government Units (LGUs) and relevant policies/reform processes; familiarity with the respective stakeholder landscape in the Occupied Palestinian Territory is an asset.
  • Good understanding of gender-responsive programming, with attention to approaches benefiting women and youth.
  • Excellent English and Arabic (written and spoken).
