Yemen is a large scale humanitarian crisis, with more than half the population or 15.9 million people in need of some form of humanitarian assistance. 10.6 million people are food-insecure. Estimated 840’000 children under five suffer from acute malnutrition. In addition, about 13.4 million Yemenis have no access to improved water sources or to adequate sanitation facilities.

The humanitarian situation deteriorated dramatically with the Saudi Arabia led military intervention in Yemen against the Houthis which started on March 26 and is still ongoing. The destruction of vital infrastructure and the difficulties to bring supply goods and humanitarian aid into the country threatens directly or indirectly the lives of millions of Yemenis. The airstrikes have caused the displacement of more than 300’000 people.

The overall goal of the YHPF is to enable the humanitarian community at the country level to deliver timely, coordinated, and principled assistance, to save lives, alleviate suffering and maintain human dignity.

Yemenis in need of humanitarian assistance including Internally Displaced People (IDP's), refugees and migrants according to implementing partner’s assessments.

• Life-saving assistance to people affected by the conflict is provided.
• The protection of civilians and humanitarian personnel is ensured.
• Access for humanitarian goods and personnel into the country and to areas affected by conflict is enabled.

Principaux résultats attendus:  

Mass casualty management and life-saving health care is provided.

Affected people have access to safe water through water trucks or tanks, improvement of non-conventional or non-primary water sources, treatment of water, and support to local water authorities to resume services.

Medical, material, financial, psychosocial and legal assistance provided to vulnerable groups, including IDPs, returnees, conflict-affected communities.

All relevant parties involved in negotiations that shall ensure access and safe passage for humanitarian goods and personnel into and within Yemen.

Principaux résultats antérieurs:  

In 2014 Switzerland contributed CHF 1 million to the ERF. Total contributions to the Fund amounted to USD 27 million (including carry-over 2013). 1.2 million beneficiaries were assisted through 62 ERF funded projects across 10 Clusters. The detailed annual report is yet to be finalised.

With the launch of the OCHA Global Guidelines for Country-based Pooled Funds (CBPFs) in February 2015, the Yemen Emergency Response Fund (ERF) became the Yemen Humanitarian Pooled Fund. The Guidelines establish minimum standards for the management of pooled funds with an emphasis on accountability and control mechanisms. The global harmonization process is timely for Yemen, where the ERF’s rapid growth since 2010 had created a need for more robust operational modalities.

There are synergies with the INGO Forum project, as well as with other NGO- and multilateral projects, which SDC is funding bilaterally in Yemen.
