Economic Policies for Inclusive Growth II


Switzerland  aims  to contribute  to  the  improvement  of  living  standards  in Mozambique  through  more  inclusive  economic  growth  policies,  by  strengthening  the  capacity  of  the Government  to design,  advocate  for  and  adopt  policies  and  practices,  and  promoting  productive  synergies between the government and academia.

Contexto In spite of an average annual economic growth rate (between 3% and 8%) in the past 30 years, poverty has increased in Mozambique, with striking urban-rural  and  regional  disparities. The main external factors (i) rapid population growth with rates of 2.8% yearly, (ii) recurrent extreme weather events, (iii) prevalence  of violent conflicts in specific regions, (iv) debt crisis, and (vi) pandemic, have been amplified by the inability of the state to effectively pursue an inclusive development model. The government has limited capacity and/or political will for effective evidence-based policy making and to attract and retain highly qualified staff. Mozambique needs to embark in policies that guide towards a broad-based structural transformation of the economy in a way that generates more jobs and income in order to tackle widespread poverty and inequalities, which are the underlying causes of the current post-election crisis.  This constitutes an excellent opportunity for Switzerland to contribute to the design of a more redistributive economic system that will benefit the desperate population, especially the youth labour force, that has been disrupting the country for the past few months, and align at the same time with the newly elected President declared intentions.

Efectos a medio plazo

Outcome 1: New high-quality policy-relevant research, analysis, and data on the focus themes are discussed in key  policymaking fora in Mozambique and used  in policy documents produced by National Directorate of Economic Policy and Development at the Ministry of Planning (DNPED-MPD).

Outcome 2: The skills and tools of researchers and technical government  officials in Mozambique to collect and analyse data and/or produce solid  research-based evidence are expanded and strengthened.

Resultados

Resultados previstos:  

  • New high-quality policy-relevant research, analysis, and data on the programme  focus  themes made available as a public good.  
  • Researchers and technical government officials in Mozambique are trained to  collect and analyse data and/or produce solid research-based evidence, in  particular on the three thematic focus areas of IGM Phase II. 
  • Tailored and easy-accessible knowledge products based on the evidence  produced on the six focus themes of IGM Phase II are communicated through effective channels 


Resultados de las fases anteriores:  

  • Poverty assessments: Production of Poverty Assessment Reports that fed into  the annual Social and Economic Plans and State Budgets, as well as for country key strategy documents, such as the 20 years National Development Strategy  (2022-2042) and the Five-Year Plan (PQG) of the Government of Mozambique, are also widely used by various sector ministries in their planning and monitoring processes;  
  • Macroeconomic analysis: Strengthened macroeconomic projection tools for macroeconomic  analysis. The Quadro Macro has been used for macroeconomic  scenario building needed for key policy and strategic documents, such as the annually updated Medium-Term Fiscal  Frameworks and the annual socioeconomic plans and budgets. It has also been  actively used  for the analytical input needed for the negotiations with external partners such as the IMF and the World Bank.  
  • Work on private sector dynamics: Production of critical research evidence for policymaking on the dynamics of the private sector in Mozambique (Survey  on Manufacturing Sector Enterprises in Mozambique 2022), utilized for designing measures for improving business environment
