Emergency Response for Palestinian Medical Evacuees and their Companions, single phase

• Since October 7, 2023, Egypt has received over 130,000 displaced Palestinians, including 30,000 children, among them 8,000 medical evacuees and 16,000 accompanying family members who remain in Egypt.
• Most reside in Greater Cairo and face legal limbo, limiting access to services, protection, and livelihoods.
• The health system is overstretched, struggling with hospital capacity, workforce shortages, mental health support, and medicine supply.
• Many evacuees have complex war-related injuries, requiring specialized care, MHPSS, and rehabilitation.
• Save the Children has 3,405 individuals on the medical waiting list, 30% of whom are children.
• Socioeconomic vulnerability is high: 72% have no income, and 99.6% cannot meet all essential needs.
• Children are disproportionately affected, with injuries, trauma, and 6,000 needing Child-Friendly Spaces and psychosocial support.
• Mental health needs are severe: 96.9% experience depression; family-centered psychosocial support is urgently required.
• Cash assistance is critical: 19,998 requests received in 2025, 90% for cash; such support improves both material and psychological well-being.
• Despite recent peace initiatives in Sharm El-Sheikh, the situation in Gaza remains fragile. While the talks raise hopes for stability, they are also expected to increase cross-border medical movements and humanitarian needs in Egypt, as displaced Palestinians continue to require long-term care and assistance.

Outcome One: Strengthened health response for displaced Palestinians in Egypt by enhancing their access to essential healthcare.

Outcome Two: Improved psychosocial wellbeing of Palestinian medical evacuees and their families through the delivery of structured MHPSS services.

Outcome Three: Reduced vulnerability, increased self-reliance and resilience of Palestinian medical evacuees thanks to multipurpose cash assistance.

Resultados previstos:  

Output 1.1: Displaced Palestinians are identified and assessed through a responsive medical case management that ensures equitable access and continuous follow-up, including for mental health needs.

Output 1.2: A network of contracted hospitals and specialized providers, who delivers affordable, quality secondary and tertiary health services for displaced Palestinians with negotiated service packages including mental health care, is established.

Output 1.3: Displaced Palestinians receive needed secondary and tertiary health services through a reliable, patient-centered referral and reimbursement system that minimizes financial and administrative barriers.

Output 1.4: Facilitated Access to Psychiatric Services through Targeted Cash Support

Output 2.1: Teachers’ capacity on MHPSS approaches is strengthened

Output 2.2: Children and their parents access comprehensive MHPSS services

Output 3.1: The most vulnerable Palestinian medical evacuees and their families are supported to address their basic needs in a dignified way through the provision of multi-purpose cash assistance.
