The HRF and CHF are pooled funding mechanisms established respectively, in Ethiopia and Somalia, to provide rapid and flexible funding to respond to humanitarian emergencies and priorities. In Somalia, the prior humanitarian focus on seasonal emergencies is phasing out with a new emphasis on resilience programming – reflected in the introduction of a 3-year CAP in 2013.
