Promotion of Sustainable Economic Development inKyrgyzstan


The project contributes to sustainable economic growth and thus Job creation and increased incomes, especially for youth and women, in Jalal-Abad Oblast of Southern Kyrgyzstan. lt will focus on the development of selected value chains and the promotion of local economic development with the aim to enhance the competitiveness of targeted businesses and export sectors and, complementarily, to promote a business enabling environment as a precondition for private sector growth.

Background

Jalal-Abad Oblast is characterized by very high poverty rates (46.4% in 2013), economic disparities and fragile inter-ethnic relations. Agricultural production is a key sector in Jalal Abad accounting for approximately 40% of the GDP. However, it is still underdeveloped. The majority of farming and manufacturing enterprises in the agro and food processing sector are non competitive and the income level of the sector remains low. The local framework conditions for doing business are rather difficult. Enterprises' growth perspectives are challenged by an inadequate policy framework and poorly managed public resources resulting in weak public service provision and a high level of corruption.

Objectives

Strengthening the economic and social climate for the Kyrgyz private sector to generate sustainable and inclusive economic development, taking particular account of youth, rural development, conflict prevention and environmental and climate protection aspects.

Target groups

Approx. 1,000 enterprises, entrepreneurs and agricultural producers — mainly vegetable and fruit growers — in the promoted agricultural value chains and export sectors in Jalal-Abad Oblast, with fair representation of all ethnic groups and vulnerable population. The ultimate beneficiary is the local population of the Jalal-Abad Oblast (1,122,400 people), in particular youth and female vegetable and fruit growers, who can improve entrepreneurial and life skills, obtain new jobs and/or engage in an entrepreneurial activity.

Medium-term outcomes

Jobs are created and income increased, especially for women and youth, through the promotion of sustainable economic development, with considerations of green economy, in Jalal-Abad Oblast.
