Naryn Water Rehabilitation Project I
SECO has a longstanding partnership with the Kyrgyz government in the urban water and sewerage sector. Since 2009, SECO has been engaged in 4 cities (Osh, Jalalabad, Kant and Bishkek) on a co-financing basis with EBRD. Given the remaining dramatic institutional and infrastructural needs, the proposal is now to engage in the city of Naryn.

|Background||In Naryn City, the drinking water network is outdated and the wastewater network needs to be expanded. SECO and EBRD are addressing the above outlined problems through small but well-designed investments combined with a corporate development program. The approach aims at achieving maximum impact while taking into consideration the inhabitants’ capacity to pay and public debt constraints. The financial contribution to the project is of EUR 4’050’000 during the period from 1.7.2015 to 31.12.2019.|
|Objectives||The overall objective of the project is to improve the living conditions and economic opportunities of Naryn inhabitants through improved water supply and sanitation. This includes improved access to water and wastewater treatment and provision of cleaner potable water.The specific objectives of the project are the following:1) The most crucial components of Naryn water supply and waste water systems are rehabilitated and small new infrastructure are built2) Naryn Water Company has improved its financial and operational management.3) Improved water resources management in Naryn city supports climate change adaptation|
|Medium-term outcomes||Priority Investment: The water supply and sanitation system of Naryn city is improved and is available at affordable cost. Level of service (number of persons connected to the water and waste water network, h/day, effluent treatment, quality of drinking water) is increased. Monthly water and waste water tariff costs do not exceed 5% percent average of households’ revenues.Corporate Development Program (CDP): The financial and operational management of Naryn Water Company is improved. Non-revenue water decreases. A metered billing system is implemented by 2018. Securing cost recovery is adjusted to inflation. The collection rate is increased to 75% in 2016 and 90% in 2017 and thereafter- the accounting and operating system is compliant with International (IAS) and local practices.Stakeholder Participation Program (SPP): The SPP enhances public ownership and raise public awareness on issues related to project implementation and water use.|
Expected results: Priority Investment: Targeted machinery and equipment is supplied and functional- The main sewers of Naryn city are rehabilitated- Targeted water supply network is rehabilitated and minor extension is completed- Waste water collection equipment is supplied and functional- A modular wastewater treatment plant in the Kirpichnyi Zavod area is constructed and is functional- Percentage of technical and commercial water losses and leakages is reduced. Leak detection equipment is installed. Corporate Development Program: A Public Service Agreement is signed between the Naryn Water Company and Naryn Municipality. A Revised and transparent tariff methodology based on metering is adopted. A computer based management information system is up and running.Stakeholder Participation Program: Number of households participating in education campaigns. Water Use Committees are set up and trained. The Advisory committee comprising all major water stakeholders is created and organise regular meetings.
