Supporting principled and efficient NGO coordination and promoting youth employability through South Sudan NGO Forum

The project aims to facilitate NGO Forum to effectively support NGO Forum members in the principled delivery of aid assistance to save and improve lives in South Sudan through information sharing, coordination, advocacy and networking, capacity enhancement and representation on behalf of the forum members. The project will also support the NGO Forum to re-initiate internship program for fresh young South Sudanese graduates with NGO members of the Forum to gain work and professional experience with the aim to improve their employment prospects.

Das Projekt in Kürze

Hintergrund	Despite the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) and the establishment of a transitional government, challenges persist. According to the Humanitarian Needs and Response Plan 2024, a total of 73% of South Sudan's total estimated population, approximately 9 million people, requires humanitarian assistance across all 78 counties in 2024 with 2.2m of the population are internally displaced persons (IDPs), 350,000 are refugees from neighboring countries and the Sudan crisis causing an influx of more than 700,000 people into South Sudan. Despite the challenges, humanitarian agencies continued to provide services amidst bureaucratic obstacles, operational interference, and violence against humanitarian personnel and assets by authorities and government officials. South Sudan is one of the most dangerous countries in the world for aid workers. According to the Aid Worker Security Report, 34 aid workers have been killed in 2023. With exception of Gaza, South Sudan records more violent incidents against aid workers than any other country. Currently, the major source of support to populations affected by conflict, natural disasters and the effects of the economic downturn is humanitarian support mainly provided on the ground by NGOs. Support to efforts that ease and facilitate the delivery of assistance to people in need by NGOs is crucial & is the reason for SDC to fund this phase.
Ziele	National NGOs (NNGOs) and international NGOs (INGOs) are empowered to deliver more effective and principled of humanitarian and development assistance to affected populations of South Sudan.

Resultate	Erwartete Resultate: 90 interns improve their employability through job placement experience gaining opportunities Registered 114 International NGOs and 257 National NGOs supported to deliver effective and principled humanitarian and development assistance through collective coordination, information sharing and security environment improvement Resultate von früheren Phasen: The SDC funding support with NGO forum ended in 2019. Since then engagement was through programmatic sharing and policy dialogue. Nevertheless, the below attributes can be considered as an outcome of the engagement and elements of the results of the past supported projects. The external engagement and policy engagement done by NGO forum during the last phase has led to a considerable improvement around government policy, legislation and interference in NGO affairs such as staff recruitment, softening of government plans to impose potentially disabling taxes and work permit charges etc. More so the governance challenges faced by NGO forum that resulted to donor funds suspension was resolved through donor engagement which is a positive attribute of the work done during the past phase The Safety and Security and Information Sharing has been regarded as equally critical. It helped NGOs to negotiate for access and took safety measures in coordination with INSO. However, there is need to address the gap left by the departure of INSO in provision of safety and security services to the NGO members
