SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence such as Sudan. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.

Over 30 million people in Sudan are in need of humanitarian aid. The Sudan Humanitarian Fund (SHF) is one of the UN’s country-based pooled funds, dedicated to saving lives and protecting people in need by supporting a coordinated and principled humanitarian response. It enables a diverse range of frontline partner organizations to respond swiftly and effectively to humanitarian needs outlined in the Humanitarian Needs and Response Plan (HNRP) and to critical emergencies.

Since April 2023, the ongoing conflict in Sudan has caused a humanitarian catastrophe of massive magnitude within the country. It has also deeply affected the neighbouring countries, in particular the most fragile ones such as Chad, South Sudan and the Central African Republic, which were already facing levels of severe food insecurity. With no end in sight to the conflict, Swiss additional funding supports WFP operations in Sudan and in the region to deliver much needed life-saving food and nutrition assistance.


SUD, Support to Mutual Aid Groups (MAGs)

This project addresses intersecting HDP needs of conflict-affected women, girls, men, and boys, including IDPs, vulnerable host communities and returnees across Sudan. It strengthens resilience and social cohesion through flexible, locally owned, integrated approaches led by Sudanese actors. Leveraging Saferworld’s partnerships, it enables Mutual Aid Groups to respond to needs identified by them. It links immediate assistance with conflict-sensitive peacebuilding to lay groundwork for recovery. Core principles are local leadership, inclusion, and adaptive delivery for people-centered outcomes.


SUD, UNDP Strength. Resilience East SUD

UNDP’s Strengthening the Resilience of IDPS, Refugees and Vulnerable Host Communities in East Sudan (StRiDES) initiative aims to support approximately 160,000 individuals affected by the Sudan conflict in Kassala, Gedaref, and the Red Sea States, with a particular focus on women, youth, and children. With a budget of USD 8,541,346 over 24 months, it addresses immediate humanitarian needs while enhancing food security, livelihoods, and access to clean water and sustainable energy. Primarily funded by Switzerland and supplemented by contributions from Italy, Japan, and UNDP, the project integrates the Humanitarian-Development-Peace nexus to promote long-term resilience and regional stability.


Sudan and Chad, Solidarités International, WASH Cholera Response in Darfur and Eastern Chad.

Solidarités International (SI) will provide Water, Sanitation, and Hygiene services to limit and prevent the spread of cholera among members of communities affected by – and at risk of – water borne diseases In areas of Eastern Chad and Western Sudan. The intervention will target both host communities, IDPs/returnees and refugees through a coordinated response in North and Central Darfur, Eastern Chad as well as along the Geneina-Adré axis in Chad and Sudan.


SUD, SRK, MPCA North Kordofan

The Swiss Red Cross (SRC) project Multipurpose Cash Assistance for IDPs and Host Communities in North Kordofan aims to enable vulnerable people to meet their basic needs with dignity and flexibility. At the same time, it strengthens local humanitarian capacity by supporting the Sudanese Red Crescent Society (SRCS). This intervention is particularly relevant considering Sudan's ongoing conflict and displacement crisis, as it promotes people's self-reliance, self-sufficiency, and increases their sense of autonomy.


Supporting Durable Solutions in Sudan: Multi-Year Capacity to Operationalise Solutions

The Durable Solutions (DS) Unit will be established to support collective approaches to DS in Sudan, serving as a shared resource for all stakeholders at both national and regional levels. Operating under the strategic guidance of the Resident Coordinator/ Humanitarian Coordinator (RC/ HC), the DS Unit aims to provide a more structured and effective response to the needs of the affected populations. This initiative aligns with the UN Secretary-General’s Action Agenda and the recommendations from Professor Kaelin’s report. Its primary objective is to systematize and enhance the coordination, advisory, and information-sharing functions led by the RC/HC and the Durable Solutions Working Group.

This ensures that funding reaches those most in need at the right time. 


Extraordinary Additional Allocation of SDC Funding (Africa Division) in 2025 to ICRC Operations in DRC, Chad, Ethiopia, Somalia, South Sudan, Sudan

Sudan, IFRC, Center of Competence for Humanitarian Negotiation (CCHN), operational plan 2025 – 2026

Following the outbreak of armed conflict in Sudan on 15 April 2023, the CCHN organized emergency ad hoc support for Sudan consisting of weekly sessions and online capacity building workshops dedicated for staff expecting to surge into Sudan. As armed conflict persists in Sudan, it is vital to address the needs on the ground to enhance the effectiveness of humanitarian responses. The initiatives organized by the CCHN provide a foundational framework for a robust support mechanism aimed at building capacities within the humanitarian community.


WHO, EMTCC Sudan response 2024

Following a call for international assistance by the MoH Sudan in May 2024 due to escalating healthcare needs, the Emergency Medical Teams Coordination Cell (EMTCC) in Sudan was activated in July 2024. The EMTCC, hosted by the WHO, addresses critical gaps in Sudan's health response by overseeing the deployment and coordination of Emergency Medical Teams (EMTs) across the country. The core purpose of an EMT Coordination Cell is to ensure that the overall response of EMTs (both National and International) best meet the excess healthcare needs that are a result of the emergency.
