Call for Consultancy Services: Mid-Term Evaluation of the Ruedi Lüthy Foundation – Strengthening National HIV Response

The Embassy of Switzerland in Zimbabwe, through the Swiss Agency for Development and Cooperation (SDC), invites qualified consultants to conduct a Mid-Term Evaluation of the Ruedi Lüthy Foundation – Strengthening National HIV Response programme.

The evaluation will review the performance, strategic relevance, and sustainability of Switzerland’s ongoing support to the Newlands Clinic (NC) programme, implemented by the Ruedi Lüthy Foundation (RLF) during the 2024–2027 phase. Specifically, it will assess the relevance, effectiveness, efficiency, and sustainability of the NC programme within Zimbabwe’s evolving HIV and health landscape.

The evaluation will also examine progress made towards financial and institutional transition, as well as the continued added value of NC within the Zimbabwean health system. The findings and recommendations will inform future planning, including options for deeper system integration, enhanced capacity building, and long-term viability of NC services beyond Swiss support.
