Supporting displacement-affected communities to access essential services and achieve durable solutions in Diyala and Ninewa governorates, Iraq

Although the Islamic State (IS) was defeated territorially more than five years ago, 2.5 million people in Iraq are in need of humanitarian assistance. This project aims to address key protection issues, such as lack of access to civil legal documents, in displacement-affected communities in Diyala and Ninewa governorates. The goal is to achieve durable solutions through access to essential services and handover to national agencies through capacity building and advocacy.

Allocation of SDC Funding (MENA Europe Division) in 2023 to ICRC Operations in Iraq, Jordan, Lebanon

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.


Contribution to UNHCR Programme Budget 2023-2024 (earmarked)

UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.

Allocation of SDC Funding to ICRC Operations in 2019

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

IRQ Tdh WASH, Child Protection and Education response to address immediate post-conflict needs of the population in Tal Afar district

Through SDC’s support, this project implemented by Terre des hommes addresses the immediate WASH, education and child protection concerns of conflict-affected populations in the district of Tal Afar. The project includes the rehabilitation of water and sanitation infrastructure, the provision of child protection services, the light rehabilitation of three schools and the training of teachers in contact with conflict-affected children.

IRQ Oxfam – Integrated WASH and Protection response to conflict affected communities in Diyala governorate

01.09.2017 - 28.02.2020

A majority of people living in rural northern Diyala do not have access to potable water which results in communities utilizing unsafe sources like rivers and irrigation channels. The lack of solid waste management systems further aggravates the poor health conditions within this area. This project aims at reducing water and sanitation related risks and increasing access to clean water for IDPs, returnees and host communities living in the districts of Kifri and Khanaqin. It also helps particularly vulnerable families access protection services.

SDC funding to UNHCR operations allows the UN Refugee Agency to respond proactively and to provide immediate protection and assistance to refugees and internally displaced people in life-threatening situations and underfunded emergencies.

Swiss experts to UN agencies in the frame of the regional crises in the Middle East

The Middle East is currently contending with two L3 crises:  Iraq and Syria. Over 20 million people need humanitarian assistance: refugees, lDPs, host communities. In line with the Swiss Cooperation Strategy 2015-

2018, SHA experts provide technical support & strategic advice to UN agencies, contributing to a strengthened, coordinated response. The deployed experts allow Switzerland to expand its operational engagement and humanitarian presence in the region, including in contexts where SDC has no office (Iraq and Syria).

Die Zerstörung in Syrien ist enorm, und die Zahl der Obdachlosen wächst stetig. Das UNO-Hochkommissariat für Flüchtlinge koordiniert die Wiederaufbauarbeiten vor Ort. Seit Beginn der Syrien-Krise hat die DEZA 13,4 Millionen Franken an die Organisation für ihre Arbeit in Syrien überwiesen. Schweizer Experten waren zudem an der Entwicklung langfristig ausgerichteter Baustandards für die Rückkehr von vertriebenen Bevölkerungsgruppen beteiligt.

Beitrag der Schweiz an die Operationen des UNHCR im Irak

Seit 2003 kommt der Irak nicht mehr zur Ruhe, und die humanitäre Lage verschlechtert sich seit 2013 zusehends. Die Welle der Gewalt zwischen bewaffneten Gruppen und Regierungsstreitkräften hat Folgen: 3,3 Millionen Binnenvertriebene im ganzen Land und 10 Millionen Menschen, die auf humanitäre Hilfe angewiesen sind. Der Irak hat über 250'000 syrische Flüchtlinge aufgenommen, die vor der Gewalt in ihrer Heimat geflohen sind. Zusätzlich zu den entsandten Expertinnen und Experten stellt die DEZA 1,5 Millionen Franken für das UNHCR im Irak bereit.
