Climate resilience in the water sector of Kosovo


Kosovo is very vulnerable to climate-change impacts in the water sector. It is almost uniquely dependent on internal water resources. While the access and quality of water services has improved considerably, the sector is characterized by high levels of non-revenue water and energy consumption as well as limited capacities related to these topics.

Contesto

The water sector suffers from climate change impacts and water stress, but is at the same time exacerbating climate change. Presently, three of the four river basins in Kosovo are water stressed and in the next twenty years, it is expected that all four will be so. Simultaneously, Kosovo’s water sector is characterized by inefficient use of electricity and high levels of non-revenue water. Other factors that heighten Kosovo’s water related climate change vulnerability include unsustainable water resources management, limited storage capacity as well as insufficient wastewater treatment infrastructure. The project will address these challenges

Obiettivi

The population of Kosovo benefits from Regional Water Companies conducting climate-resilient operations and providing quality water services, thus reducing greenhouse gas emissions and fostering economic development.

Effetti a medio termine

1. Climate change adaptation and mitigation measures are systematically mainstreamed into operations of Regional Water Companies in Kosovo by promoting non-revenue water reduction, energy efficiency and renewable energy.

2. The national framework for non-revenue water reduction, energy efficiency and renewable energy is strengthened.

Risultati

Risultati principali attesi:  

1.1 Measures are implemented by Regional Water Companies to reduce non-revenue water (detailed ac-tion plan for non-revenue water, disconnection policy, up-to-date customer database, trainings).

1.2 Measures are implemented by Regional Water Companies to improve energy efficiency in their opera-tions (energy au-dits, key performance indicators, trainings).

1.3 Measures are implemented by Regional Water Companies to increase the use of renewable energy (detailed action plans, quick win projects, trainings).

2.1 Capacities at national level to monitor non-revenue water measures are strengthened.

2.2 Capacities at national level to monitor energy efficiency and renewable energy measures are strengthened.
