Hintergrund |
The overall situation in Libya remains highly volatile. While 2021 saw progress toward stability subsequent to the 2020 Ceasefire Agreement and establishment of the Government of National Unity, and many Libyans managed to resume their lives and livelihoods, these gains remain fragile. The delay of national elections scheduled for December 2021, with no consensus on new dates or the constitutional basis, has brought a return to political division with two governments competing for power and influence, each affiliated with different armed groups. This continues to have negative implications for security, reconstruction and economic recovery. Thus, Libya remains enmeshed in a volatile environment, also with a troubling human rights situation and limited public service delivery, including schools. Libya’s education system strongly suffered from years of protracted conflict and underinvestment. With the political situation in flux, it is assumed that no meaningful investments in the reconstruction of public services will be done soon. Vulnerable children remain particularly disempowered by insufficient access to quality education and protection. This requires concerted efforts to which ACTED contributes, also in the frame of the Education Cannot Wait (ECW) Program in Libya (2022-24). |
