WTO Policy Advise and Capacity Transfer

Progetto concluso

Tajikistan has been a member of WTO since March 2013. It is important that Tajikistan benefits from the new trade relations established with other WTO Members. Through component I of the Trade Cooperation Program (TCP) SECO supported Tajikistan's WTO accession process and the implementation of WTO rules.

Contesto

Switzerland has supported Tajikistan?s WTO accession process and the implementation of WTO rules since 2001. This proces is led by the TCP which composes four components: the first component is related to policy advice on WTO negotiations accession, while component two focuses on the implementation of WTO provisions and awareness raising for the private sector. Component three is related to assistance in the field of intellectual property rights and component four on the strenghtening of export competitiveness of SMEs in the textile and clothing sector.

Obiettivi

The overarching goal of Component ONE is to help Tajikistan to bring in conformity its trade regime with WTO rules. This project will support the multilateral and bilateral negotiation processes by helping Tajikistan to adopt legal provisions compatible with WTO rules and to prepare the offers in the market access negotiations on goods and services. The project foresees also to assist the WTO affairs division of MEDT (Ministry of Economic Development and Trade) by providing office equipment, capacity building and training on specific topics.

Effetti a medio termine

To support the multilateral negotiation process by assisting the legal reforms, addressing issues raised in multilateral negotiations and preparing the working party meetings-

To support the bilateral negotiation process by helping to prepare the offers in the market access negotiations on goods and services, by ensuring the follow-up and the analysis of the results of negotiations after each meeting-

To assist the WTO Affairs Division of MEDT providing capacity building and training on specific topics and by providing office equipment for the WTO Affairs Division.

Risultati

Risultati principali attesi:  

Raised awareness and understanding by the private sector (Tajik Chamber of Commerce, selected local business associations and SMEs) in the four services' sectors (see list of services' sectors in Annex 1) of the relevant WTO Agreements pertaining to services and to the WTO non-discrimination principles-

Strengthening of the role provided by the private sector (Tajik Chamber of Commerce, selected local business associations and SMEs) in the four services' sectors to engage with the Government a public-private dialogue in WTO negotiations and related trade policy issues- and improving of the role of the Tajik Chamber of Commerce and selected local business associations within the fours services' sectors-

The National Notification Authority (NNA) and the National Enquiry Points (NEPs) for TBT and SPS are fully operational and fulfill their obligations under the WTO Agreements on TBT and SPS-

Tajik stakeholders have reached an agreement streamlining SPS/TBT infrastructure.
