JOR Medair: Social protection program towards improving resilience of refugees and vulnerable Jordanians


The project initiates a third phase during which Medair Jordan will continue to reach new households in Amman, Irbid and Mafraq with case management and cash for protection, including emergency cash assistance, while focusing on livelihoods solutions to improve the resilience of refugees and vulnerable Jordanians. The project will also build and strengthen the institutional capacities of local actors to provide social protection services through coordination and experience and knowledge exchange.

Background As the Syrian conflict enters its 12th year, socioeconomic living conditions continue to deteriorate while vulnerabilities to increase, with no clear perspective for the future for both refugees and host communities. Moreover, existing service providers (international and local organizations.) struggle to meet the level of demand of those in need and many do not have sufficient resources. Additionally, unemployment, living expenditures and limited access to support services result in increasing needs as well as normalized negative coping mechanisms (loans and debts, child labour, early marriage, violence, etc.). Therefore, innovative and sustainable solutions are necessary to address the needs for increased access to existing resources across all sectors and for improved economic opportunities for both refugees and host communities in the midst of a protracted crisis.
Objectives Increased households’ resilience by assisting them to become self-sufficient, whilst preparing institutional capacity of Local Non-Governmental Organizations and Community Based Organizations for provision of social protection activities to be potential future partners for SDC by the end of the intervention.
Target groups

Direct beneficiaries are 3980 individuals and 21  Local Non-Governmental Organizations and Community Based Organizations. Among them:

-    3’400 individuals through case management and Cash;

-    490 individuals through Emergency Cash Assistance;

-    18 CBOs and 3 LNGO’s with a total of 90 staff taking part to the capacity building.

Medium-term outcomes

Outcome 1:    Improve social protection for targeted refugee and vulnerable Jordanian households through the provision of comprehensive cash and case management.

Outcome 2:    Increased resilience and promoting the social and economic empowerment of refugees and vulnerable Jordanian population, through skills development and cash for protection.

Outcome 3:    Strengthened capacities of local and national actors to prepare the ground for a sustainable institutionalization of the services in the Jordanian structures.

Results

Expected results:  

Output 1:    Vulnerable refugee and Jordanian households are connected to, or benefit from, services relevant to their individual need.

Output 2:    Vulnerable refugee and Jordanian households are able to meet their basic needs with dignity.

Output 3:    Vulnerable refugee and Jordanian households are equipped with knowledge and tools to increase their resilience and self-reliance.

Output 4:    Capacity building of LNGOs/CBOs to be able to perform referrals and case management.

Output 5:    LNGOs/CBOs build their institutional. capacity to be able to operate all their process independently and sustainability.


Results from previous phases:  

Medair reached 979 households, 369 of them were female headed households, reaching over 5’350 beneficiaries in total.

89% of these beneficiaries showed improvement in their life conditions and mental health by adopting less negative coping mechanisms (borrowing money, selling food vouchers, child labour and marriage, illegal work, loans from unknown people, selling household goods, and expending savings). - Although there were 40% of female headed households, women constituted around 52% of the total beneficiaries and 22 women of them started their home-based business.
