UNRWA Contribution 2025
UNRWA contributes to stability in the Middle East. It provides access to basic services (health, education), relief and social protection, as well as humanitarian assistance for 5.9 million Palestine refugees in the region. Switzerland’s contribution for 2025 is earmarked for the organisation’s programmes in Jordan, Lebanon and Syria. It also supports UNRWA’s ongoing implementation of the recommendations of the Colonna report. The contribution is based on the Federal Council’s decision of 21 May 2025.

This contribution is in line with the decision of the Federal Council of 21 May 2025, which was consulted with the Foreign Affairs Committees on 10 June and 1 July 2025. |

Programme Budget 2023 • Medical services provided to 3.1 Mio refugees per year. The health reform and increased use of e-health potential has improved quality of care, efficiency and cost effectiveness. • Over 540,000 students attended more than 710 schools. The education reform has improved learning and drop-out rates. • 340’000 refugees were supported by a social safety net (food and cash/e-vouchers). • Protection assistance extended across all fields of UNRWA operation with a notable emphasis on advocacy and the mainstreaming of protection standards within service delivery. • Management reforms were implemented to increase transparency and accountability, notably strengthening of the Division of Internal Oversight Services. Emergency appeal for the Gaza Strip in 2024 • Nearly 76,000 metric tons of flour, 384,725 WFP food parcels and 332,891 UNRWA food parcels distributed, reaching up to 1.9 Mio individuals (90% of the population). • More than 7 Mio consultations at health centres and shelters. |

• Switzerland identified and supported key management initiatives, such as strengthening of internal oversight and enhanced transparency of procurement processes. • Switzerland’s financial (complemented by support through human resources) contributed to enabling internal reforms in programmes (for example strengthening of the Protection division and Gender aspects). • Due to the ongoing conflict, changing needs and the international and domestic political context, Switzerland readjusted its contribution in 2024 from CHF 20 million to CHF 10 million with a focus on life-saving activities in the Gaza Strip. |
