Allocation of SDC Funding to ICRC Operations in 2019

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

Hintergrund

In Colombia, the main drivers of the deteriorating humanitarian situation continue to be the conflict and the new dynamics of armed violence - despite the Peace Agreement between the Government and the FARC. Additionally, the impact of the outflow of refugees and migrants from Venezuela is felt most keenly in Colombia. Since the end of 2015, the number of Venezuelan refugees and migrants in Colombia has increased by 2’546%.

Ongoing political, human rights and socio-economic developments in Venezuela has compelled growing numbers of children, women and men to leave for neighbouring countries and beyond under precarious protection and the most-urgent basic needs of Venezuelans remaining in the country are no longer satisfied.

Underdevelopment in Central America- economic, social and political - is deeply rooted in social and political exclusion, criminal violence and weak political institutions that ultimately erode not only economic competitiveness but also its democratic practices and institutions. The migration trend in the Northern Triangle has been spurred by waves of severe violence and insecurity associated with an environment of organized crime networks. In turn, a larger number of people have sought to leave their home countries, including many applying for political asylum to escape persecution from narco-trafficking networks, gangs, or extortion rings.

Mittelfristige Wirkungen The ICRC is committed to responding rapidly and efficiently to the humanitarian needs of people affected by armed conflict and/or migration and other situations of violence by protecting the lives and dignity of all victims. The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
