Technical Assistance Fund SECOSAN, phase 2
The Technical Assistance Fund SECOSAN supports Peru to advance its reforms in urban water supply and sanitation. Phase I of SECOSAN established a platform for the relevant Peruvian central government actors to effectively collaborate and advance the reforms. Phase 2 of SECOSAN maintains the successful structure and builds on the lessons learnt.

Hintergrund |
Water and sanitation services in Peru still require urgent improvements - only about half of Peru's urban population consumes water of acceptable quality and the majority of sewer is not treated, with severe implications for health, economic productivity and the environment. Low budget execution, weak capacities and governance as well as insufficient vertical and horizontal coordination of actors involved in service delivery are major hindrances for improvements. |

SECOSAN helps Peru to address these challenges and accordingly some progress in collaboration of the key central governmental institutions was achieved during its first phase. In its second phase, SECOSAN seeks to support the key actors to improve the quality and ensure sustainability of urban water and sanitation services with the aim that these services contribute to Peru’s inclusive and sustainable economic development. |

Erwartete Resultate: Initiatives of SECOSAN respond to the strategic lines of the sector policy Initiatives contribute to the implementation of the OECD recommendations for the water and sanitation sector SECOSAN contributes to the implementation and institutionalization of coordination and articulation mechanisms for the sector's institutions SECOSAN promotes the development of initiatives articulated by the three beneficiary institutions. Resultate von früheren Phasen: The first phase of SECOSAN was implemented from 2019 until 2023 with a budget of CHF 3 Million. SECOSAN’s first phase was rated as successful by an external evaluation. SECOSAN has in its first phase implemented 8 joint initiatives, while the remaining 11 initiatives will be finalized at the beginning of phase 2. All activities are fully aligned with the six pillars of the National Sanitation Policy and with the National Sanitation Plans (2017-2021 and 2022-2026). Initiatives of SECOSAN supported piloting and testing, horizontal and vertical upscaling of good practices and the development and implementation of regulations and policy uptake. This included for example the piloting and upscaling of a sewer-based COVID early-warning system in Lima and Arequipa, an evaluation of the risk management capacities of utilities or the development of a sector-wide information and monitoring system. |
