Additional Contribution to WFP in Response to the Ebola Emergency (EMOP 200761 & SO 200773)

WFP’s Emergency Operation supports the health response to the Ebola outbreak in West Africa by ensuring the basic food and nutrition needs of patients, families and communities affected by the virus; it is thus in line with Switzerland’s focus to mitigate secondary effects of the Ebola crisis. The contribution to WFP’s Special Operation supports all three areas of assistance, i.e. 1. Treatment and prevention operations to help contain the epidemic; 2. Strengthening to the local health systems; and 3. Mitigating the adverse secondary effects of the crisis, including food shortages.

Contexto

The current outbreak of the Ebola virus in West Africa is the most serious ever recorded in terms of its geographical distribution, the number of people who have been infected, and those that have fallen victim. The health crisis is having immediate humanitarian implications.

The Ebola crisis is anticipated to carry into 2015, and the full impact of the crisis on food security, livelihoods, and economies is anticipated to be significant, particularly among the most vulnerable population groups.

Objetivos

The Emergency Operation (EMOP 200761) aims at delivering food alongside the health response in order to prevent the health crisis from becoming a food and nutrition crisis.

The Special Operation (SO 200773) has been established to augment the capacity of the humanitarian response under the United Nations System umbrella, and to support UNMEER efforts to stop the spread of Ebola.

Grupos destinarios

Emergency Operation:

  • Confirmed/suspected cases in hospitals receiving medical care;
  • Confirmed/suspected contact cases in quarantine/observation;
  • Communities in “hot zones” where availability and access to food is anticipated to have deteriorated.

Special Operation:

 

Wider humanitarian community and government partners as well as beneficiaries receiving assistance.

Efectos a medio plazo

Through its Regional Emergency Operation, WFP aims to assist as many as 1.3 million people.

Through this Special Operation, WFP aims to

  1. provide logistics, infrastructural support to UNMEER to enhance the efficiency of the humanitarian response;
  2. provide access to humanitarian personnel to facilitate the delivery of humanitarian assistance and
  3. support strategic management of WFP’s preparedness and response for Ebola and other related hazards globally.
Resultados

Resultados previstos:  

WFP aims to implement the following activities:

Under the Emergency Operation:

  • Deliver food alongside the health response;
  • Enhance rations for Ebola-affected people;
  • Scale-up operations.

Under the Special Operation:

  • Establishment of logistics staging areas in Accra, national hubs in the three capitals and forward logistics bases in the affected counties;
  • Provision of humanitarian air services and strategic airlifts;
  • Interagency logistics coordination;
  • Logistics and telecommunications infrastructure;
  • Supply chain capacity augmentation;
  • Strategic preparedness measures.
