Contribution to the Development Partners for Local Governance Network (DeLoG)
The SDC thematic unit on democratisation, decentralisation and local governance has joined the development partner‘s network on decentralisation and local governance in 2009 and started co-financing in 2013. The network is a knowledge hub for its members and a plattorm for knowledge exchange, coordination and for jointly pushing the global agenda. For SDC it offers the opportunity to harvest knowledge beyond SDC, leverage own expertise and to position itself in the development community.

With the approval of the 2030 agenda it can be assumed that the relevance of the DLG topic will increase, under the keyword of ‘localising the SDGs‘. Similarly the need for a common understanding and coordinated approaches among development partners will remain important. For this purpose, the development partner‘s network an decentralisation and local governance (DeLoG) has been established in 2006 and evolved to a network of currently 29 bi-and multilateral development partners. While rather informal in its nature, the network possesses a few institutionalised elements (secretariat, annual meetings) and established instruments (newsletter, website, etc.). The secretariat was established in 2008 and is hosted by the Deutsche Gesellschaft für Internationale Zusammenarbeit — GIZ. It is co-funded by the German Ministry of Economic Cooperation and Development (BMZ) and SDC and receives ad hoc financial contributions for specific activities by many other members. |

Resultados de las fases anteriores: The evaluation in 2016 confirmed the relevance and usefulness of the network in its function as knowledge hub and platform for capacity development, as facilitator of experience sharing and international agenda setting in DLG. The overall score of the evaluation was “successful“. lt was however less successful in terms of broadening the ownership for the networks aptitude, future perspective and co-financing. Member‘s engagement in workstreams was mixed. As a consequence they decided to bundle resources and professional secretariat and focus on 3 main workstreams. Further, strategic partner organisations have been associated to certain activities. The DeLoG members emphasize the value added of network activities for their work (gaining insights, joining forces) and highly appreciate the performance of the secretariat. Overall, a total of 13 different courses took place as e-learning, f2f courses or in country/regional courses; members collaborated in six thematic work streams, some resulting in a working paper, a learning event or some focusing on thematic exchange and advocacy for DLG in one of the international conferences. DeLoG produced a series of publications, organized presentations for its members and participated in international events (e.g. Common Wealth Local Governance Forum 2013, UCLG World Summit 2013, Habitat III 2016 etc.). |
