Salud sexual y reproductiva y salud materno-infantil

La salud sexual y reproductiva constituye un factor importante para el desarrollo sanitario, social y económico de las poblaciones. Suiza promueve la salud y los derechos sexuales y reproductivos de todas las personas, así como la autodeterminación de las mujeres, los hombres y los jóvenes. Además, está comprometida con la mejora de la salud de las madres, los recién nacidos y los niños.

En el punto de mira de la COSUDE

A través de programas concretos y mediante su participación activa en organizaciones internacionales, Suiza contribuye a la mejora de la salud sexual y reproductiva, así como a la promoción de los derechos conexos y de la salud de las madres, los recién nacidos y los niños. La COSUDE apoya, entre otros, el Programa Conjunto de las Naciones Unidas sobre el VIH/Sida (ONUSIDA), el Fondo de Población de las Naciones Unidas (UNFPA), la Federación Internacional de Planificación Familiar (IPPF), así como el programa de investigación de varias agencias de la ONU y del Banco Mundial en materia de reproducción humana (HRP). Asimismo, es miembro de diversos órganos de decisión, como por ejemplo de la Junta Coordinadora de ONUSIDA o de la Junta Ejecutiva del UNFPA.

Salud y derechos sexuales y reproductivos

En este ámbito, la COSUDE apoya varios proyectos destinados a niños y jóvenes de edades comprendidas entre 10 y 24 años en África austral. Las actividades se centran en la promoción de escuelas seguras y de servicios sanitarios y de protección social adaptados a las necesidades de los jóvenes. Gracias a los programas de sensibilización de la COSUDE, en 2018 unos 500 000 jóvenes de África austral se hicieron la prueba de detección del VIH y más de dos millones acudieron a un servicio orientado a la juventud.

Contexto

Pese a los progresos realizados en el ámbito de la salud y los derechos sexuales y reproductivos, aún queda mucho por hacer, por ejemplo, en materia de educación sexual integral adaptada a la edad en y fuera de la escuela, acceso a medios anticonceptivos, diagnóstico y tratamiento de infecciones de transmisión sexual –incluido el HIV/sida–, prevención de interrupciones de embarazo practicadas inadecuadamente y reducción de la violencia sexual y de género. La mortalidad materna e infantil se ha podido reducir considerablemente a nivel mundial. No obstante, cada día mueren 830 mujeres por causas relacionadas con la salud materno-infantil. Por consiguiente, es preciso seguir trabajando, sobre todo, en los países de ingresos bajos.

La salud sexual y reproductiva constituye un factor importante para el desarrollo sanitario, social y económico de las poblaciones. En este sentido, la Conferencia Internacional sobre la Población y el Desarrollo celebrada en El Cairo en 1994 sigue siendo un hito. El Programa de Acción negociado y firmado en la conferencia supuso un cambio de paradigma que dejaba atrás las políticas clásicas sobre la población con sus objetivos demográficos para dejar paso a la autodeterminación de las personas –especialmente de las mujeres– en materia de salud sexual y reproductiva. Fue firmado por 179 países, entre ellos Suiza. Aunque fue actualizado en 2014, sus orientaciones generales siguen siendo válidas.

El Programa de Acción de El Cairo abarca áreas como la igualdad de género, la educación y la salud. Destaca la importancia de adoptar un enfoque integral para lograr una salud sexual y reproductiva. Contribuyó en gran medida a la definición de los Objetivos de Desarrollo Sostenible de la Agenda 2030.

Switzerland is continuing to support vocational education and training to improve productivity, farm income and the employment situation for students of agriculture.

Since the declaration of independence in 2008, Kosovo has been engaged in the reform and decentralisation of its public authorities with the aim of strengthening autonomy and local democracy in its 38 municipalities. The SDC's “Decentralisation and Municipal Support” project (DEMOS) aims to help municipalities enhance democratic governance and municipal management and provide better public services, thereby supporting Kosovo in its transition to a democratic and decentralised state.

Bosnia and Herzegovina: Improving nursing care for better health services

In Bosnia and Herzegovina nurses make up the largest group of healthcare professionals. However, the potential offered by their proximity to local communities is underexploited. They are often responsible for administrative tasks rather than patient care and, with limited career prospects, many nurses are attracted by better working conditions in Western Europe. This is regrettable because nurses and the care they provide can be a gateway to better health services for people living in rural areas and marginalised communities.

In the absence of policy to create equal opportunities and jobs for women in the formal economy, women work unprotected in the informal sector. The Women’s Economic Empowerment in the South Caucasus project seeks to promote women's economic empowerment to facilitate their equal access to employment and entrepreneurial opportunities.

Support to Municipal Development Project (MDP-3)

Since 2009, the Municipal Development Project (MDP) has been the main vehicle for policy reform in the Local Governance sector in the oPt. It has channelled funding to Municipalities to support infrastructure projects and capacity-building activities in a transparent and equitable manner, despite huge challenges linked to 50 years of Israeli Occupation and to 10 years of intra-Palestinian divide. MDP-3 (2017-2021) is supported by 7 donors and the Palestinian Authority: SDC’s contribution is in line with Swiss Cooperation Strategy for the oPt (2015-2018).

Water and Sanitation for Syrian Refugees and Their Lebanese Hosts

The crisis in Syria has a significant impact in Lebanon. The country is home to over one million Syrian refugees. Basic needs are unmet due to this unprecedented population growth and lack of public facilities. The SDC supports a project of the Lebanese Red Cross on water and sanitation for Syrian refugees and host communities in the Akkar Governorate bordering Syria.
