The objective of the World Bank's Extractive Global Programmatic Support (EGPS) is to strengthen natural resource governance of resource-rich developing countries. The EGPS and the bilateral funding window support the implementation of the Extractive Industry Transparency Initiative (EITI) at country level.

Contexto

Extractive activities bring challenges and risks that are often connected with the weak institutional capacity of developing countries, inadequate governance, international price trends, undertakings of international extracting companies, a high dependency on revenues from resource extraction, etc. The resulting link between resource extraction and the negative impact on a country as a whole is often referred to as the "resource curse". The resource curse is a highly relevant phenomenon in priority countries of Switzerland’s international cooperation.

Objetivos

The goal is to improve the ability and capacity of current and emerging resource-rich developing countries in using their oil, gas and mineral resources sustainably and transparently for poverty alleviation, inclusiveness economic diversification, and sustainable economic growth.

Efectos a medio plazo

Improvement of revenue management practices.

Empowerment of governments to develop evidence-based decision making process.

Empowerment of citizens and civil society organizations (CSOs) to participate in making decisions related to national mineral resources and advocate their rights.

Improvement of government’s ability to apply good practices in structuring oil, gas and mining concessions.

Use of appropriate frameworks and mechanisms to ensure the fiscal and economic sustainability of oil, gas and mining projects.

Assistance to identify, design, and implement local content policies aimed at maximizing economic benefits from petroleum and mineral resources.

Inform institutional capacity needs of the governments required for managing the extractives sector.

Better social and economic performance of the private sector operating in and around the extractives sector.

Increased socio-economic benefits for local communities.

Response to emergencies including preparation of contingency plans.

EITI reports published.

Number of training activities targeted to CSOs, Government, MSG members, parliamentarians, media.

Number of follow up action plans and strategies to address EITI reports recommendations.

Governance assessments conducted.

Mining and Petroleum Sector laws updated in line with good international practices.

Number of model agreements for various type of commodities developed and adopted by the line ministry.

Recommendations on fiscal regimes for extractives provided to the client.

Number of local content policy drafted or reviewed.

Number of capacity building programs for regulators, industry associations, or suppliers supported.

Number of skills development programs supported.

Creation and management of community of practice, including targeting women participation and feedback.

Number of action plans developed to support strengthening management of extractives.
