Sustainable Urban Development City Planning Labs


The City Planning Lab will support selected municipalities in developing countries worldwide to enhance their capacity to use geospatial data for evidence-led urban planning and management. This will allow them to react to rapid urbanization processes with informed and clear-sighed decisions.

Contexto

Urbanisation as one of the global megatrends offers huge opportunities for socioeconomic development. However, many cities in developing countries lack the institutional and technical capacity to plan for sustainable and resilient development. In an environment of rapid urbanization, priorities are often set in an uncoordinated, piecemeal and ad-hoc fashion. A main reason is the lack of a comprehensive urban planning system with access to good quality spatial data. Data is often hosted in multiple agencies with restrictions to share, and analytical capacities are limited.

Objetivos

The project's overall goal is to enable cities in partner countries to manage their municipalities successfully and become drivers of sustainable and inclusive economic development. It will so by enhancing their technical and institutional capacity to produce, share, and utilize geospatial data for evidence-led urban planning. The project will develop a digital spatial data infrastructure in supported cities, adapt institutional arrangements, strengthen people’s capacities, and improve access to analytical tools.This will allow them to react to rapid urbanization processes through informed decisions, prioritize infrastructure investments efficiently, and generally advance digitalisation and smart city solutions.

Efectos a medio plazo

Seven supported cities have access to a comprehensive data infrastructure to store, manage and share their spatial data effectively.

Seven supported cities have the human capacities and institutional processes to use spatial data for analytics and inform their decisions.

Urban plans, policies and investments in seven supported cities are guided by spatial analytics to increase resilience and efficiency of urban interventions.

Mechanisms for global knowledge sharing and peer to peer learning for cities on spatial data infrastructure are established and in operation.

Resultados

Resultados previstos:  

Seven needs assessments (including data and system inventories) completed, roadmap or action-plan for seven cities developed and approved.

Data infrastructure developed or improved, and operational in seven participating cities.

Institutional framework and processes for data sharing and evidence based urban planning enacted in seven participant cities.

Local capacity on data infrastructure management improved through trainings and on-demand support in seven participant cities.

Existing urban planning tools, toolkits and approaches improved.

New tools developed and piloted based on Research & Development in at least two participant cities, incl. tool on spatially-informed capital investment planning.

Knowledge sharing and coordination between relevant agencies and wider stakeholders improved as a result of convening events and project support.

Platform for global peer to peer knowledge and exchange activities operational and used by the participating cities.


Resultados de las fases anteriores:  

The City Planning Lab (CPL), is an approach developed under the SECO-WB Indonesia Sustainable Urbanisation Trust Fund (IDSUN). It has successfully introduced a spatial data infrastructure for urban planning in the Indonesian cities of Semarang, Denpasar and Balikpapan. With the support of the national Ministry for Planning, it is now introduced to an additional ten cities across the country. Through this project, the City Planning Lab approach is now scaled up to the global level for implementation outside Indonesia by the World Bank’s Global Practice Urban Resilience and Land (GPURL).
