By deploying a mix of aid modalities SDC will address the needs of 2,615,064 people severely affected by Hurricane Irma in the 22 most affected municipalities. The Humanitarian Aid will support the immediate response with delivery of food assistance through the WFP. The South Cooperation will support early recovery by strengthening production of local construction material and capacities through the PNUD.

Hintergrund

On 8-10 September 2017, Cuba was hit by category 5 hurricane Irma. 2.6 million of inhabitants in 13 of the 15 provinces were directly affected by the hurricane. 22 municipalities in the provinces of Camagüey, Ciego de Ávila, Matanzas, Sancti Spíritus and Villa Clara are the worst affected. The United Nations System, together with national authorities, has been conducting assessments in all localities. Preliminary estimates indicate that between 210,000 and 220,000 homes have been severely affected to date. In addition to the destruction of buildings and infrastructure, the damages to agricultural production, processing, storage and distribution units have affected the food security of the population. Hurricane Irma has severely affected not only basic living conditions, but also current and future sources of income and livelihoods.

Currently, a significant effort is being made by local authorities for the immediate recovery of the most affected territories. However, due to the nature of the disaster and the severe damage caused, this national response faces great challenges. The UN System in Cuba has formulated a Plan of Action to support the country in providing immediate response and early recovery to the most severely affected populations.

SDC is supporting national efforts in response to hurricane Irma in applying a mix of aid modalities through 1) delivery of food assistance over a 6 months period and implemented by the WFP (immediate response of CHF 400’000.- funded by SDC/HA/Division Europe, Asia and Americas under 7F-09958.01); and 2) supporting reconstruction efforts by strengthening local productive capacities and sustainable use of natural resources, implemented by UNDP (early recovery of CHF 1’500’000.- funded by SDC/SC/DALC under 7F-09538.01). The latter is fully in line with and complementary to the current SDC strategy for Cuba (2017-2021).

Ziele The population directly affected by Hurricane Irma receives immediate and early recovery assistance in order to cover their basic nutritional needs and strengthen local capacities and production of construction material. 
Zielgruppen The population of most affected municipalities is 2,615,064 people, of which 1,340,904 are women, 151,193 are children under 5 years old and 568,869 are elderly people.
Mittelfristige Wirkungen

Meet the food needs of the communities most affected and prevent deterioration of the food security and nutritional status of these populations, with emphasis on vulnerable groups (Immediate Response – WFP);

Strengthening local productive capacities and sustainable use of natural resources for early recovery of housing and basic services affected by the hurricane Irma in 14 municipalities of Villa Clara, Sancti Spíritus, Ciego de Ávila and Camagüey (Early Recovery - UNDP).

Resultate

Erwartete Resultate:  

  1. Distribution of basic food products;
  2. Creation of 12 new local mini-industries for the production of sustainable building materials;
  3. Existing local industries and management of the productive process are strengthened.
