The proposal will develop an evidence-based roadmap for sustainable pasture ecosystems management, addressing livestock issues from local to market levels. It will support the development of a future project benefitting small holders and communities through higher pasture productivity and decreased vulnerability to natural hazards. This will improve livestock health and preserve its value as capital assets.

| Contexte | The Republic of Tajikistan is the smallest landlocked country in Central Asia. Pastures play a significant role within rural communities in terms of access to spring and summer feed and fodder resources. They also support habitats for natural pollinators that provide essential services to orchard growers. At least 90% of the close to 4 million hectares of pasturelands within the Republic of Tajikistan suffer from medium to strong erosion, increasing the vulnerability of downstream communities to risk of landslides, flooding and mudflows. Growing livestock numbers and weak governance within mountain pastures compound the problem of erosion. The original 2013 national law on pastures, and subsequent amendment in 2019, is challenged by private interests. Nepotism and corruption hinder the effective enforcement of bylaws and statutes provided therein. In addition, climate change poses significant risks to shepherds and their herds given sudden fluctuations in temperature, extreme weather-related events and lack of timely early warning. Death of livestock and reduced live weight are common. It goes along with threats to human wellbeing from unanticipated extreme weather events. |
| Objectifs | The future intervention will aim at benefitting population and the private sector to improve their economic assets - pastures and herds - through a sustainable and weather-smart approach in support of a peaceful co-use of pasture resources. |
| Groupes cibles | Direct beneficiaries of the project are entire population of the Rasht Valley. The indirect beneficiaries are the Ministry of Agriculture, the National Pasture Trust, the Committee on Emergency Situations and Civil Defence (CoESCD), the Academy of Agricultural Science, the National Forest Agency, Committee of Environmental Protection, Tajik Hydromet and National Telecoms University of Oregon, Koalasense, MeteoSwiss, ICARDA the Swiss Institute for Snow and Avalanche Research (SLF), the World Meteorological Organization (WMO) and the European Centre for Medium-Range Weather Forecasts (ECMWF) and other international NGOs in the country. |
