Afghanistan Reconstruction Trust Fund (ARTF)

O1: Ensure stable funding for core government expenditures, including civilian salaries (Recurrent Cost Window).

O2: Ensure funding for long term government-led development programs, covering all 34 Afghan provinces (Investment Window)

O3: SDC contributes to improved ARTF governance mechanisms and instruments, in order to further strengthen transparency and accountability of ARTF as well as of benefitting programs.

Principaux résultats attendus:  

• Targeted ministries implemented their anticorruption action plans in line with the National Anti-Corruption Plan
• Increased access of communities to basic social services (education, health, drinking water) as well as income generating opportunities
• Gender specific objectives and indicators are integrated in all ARTF supported programs and accountability of ARTF governance bodies increased

Principaux résultats antérieurs:  

• Domestic revenues increased by nearly 15 percent reaching USD 2.07 billion
• 69% procurement done by line ministries using stand-alone procurement (2014: 48%)
• pay and grading reforms for 23 ministries completed and 20% of public salaries paid online
• Fruit production increased by 30 percent, leading to an overall increase in agriculture output by 6%
• 8,405 ha of new orchards established
• 3 million people gained access to electricity
• 429 km transmission lines constructed or rehabilitated
• 9 million children enrolled in school (39% girls), however with a decrease of average student attendance to 75% (2014: 82%) due to insecurity
• As a result from SDC policy dialogue, rotating seat established for donors contributing less than 10 mio per year in the ARTF strategy Group
