Le diaspore come fattore di sviluppo

Attraverso l'introduzione di condizioni quadro idonee nei Paesi d'origine, di transito e di destinazione, il Programma globale Migrazione e sviluppo della DSC si impegna a favore di uno sviluppo sostenibile del potenziale dei migranti e sostiene iniziative delle organizzazioni della diaspora.

Nella linea di mira della DSC

Le priorità e le attività del Programma globale Migrazione e sviluppo (GPMD) della DSC nell'ambito della diaspora poggiano su tre pilastri.

  • Migliorare le condizioni quadro: Il GPMD contribuisce alla creazione di presupposti politici, giuridici e sociali atti a consentire un impatto positivo delle esperienze dei migranti. Il GPMD collabora a tale scopo con le autorità nazionali e locali nei Paesi d'origine ed elabora con esse strategie e piani d'azione che coinvolgano la diaspora come fattore di sviluppo.
  • Creare capacità: Il GPMD rafforza le capacità organizzative dei membri delle organizzazioni di migranti per permettere di realizzare le loro idee e i loro progetti. Questo approccio presuppone conoscenze nell'ambito della gestione di progetti e consapevolezza del valore aggiunto che i migranti creano per la cooperazione allo sviluppo.
  • Lavorare con la diaspora: In collaborazione con determinate organizzazioni di migranti, il GPMD elabora progetti volti a valutare le possibilità e i limiti della collaborazione e a sviluppare forme di cooperazione.

Contesto

Studi di ricerca hanno comprovato che i migranti ben integrati nel Paese di accoglienza forniscono un considerevole contributo allo sviluppo del proprio Paese d'origine. Integrazione e impegno a favore della madrepatria non si escludono a vicenda: il potenziale economico e socioculturale che può offrire la diaspora è di notevole importanza per i Paesi d'origine. I migranti inviano denaro a parenti e conoscenti e con piccole imprese investono nello sviluppo della loro patria. Anche nel Paese di destinazione, attraverso il transfer delle abilità, delle conoscenze e delle esperienze contribuiscono allo sviluppo del proprio Paese d'origine. I membri della diaspora si muovono tra due Paesi, conoscono le condizioni di vita del Paese d'origine e di destinazione. Nel dibattito sulla futura cooperazione allo sviluppo i migranti assumono un'importanza sempre maggiore. Partenariati più stretti tra Stati, organizzazioni allo sviluppo e migranti possono migliorare l'utilità del potenziale che rappresenta la migrazione.

Sfide attuali

Nonostante il numero sempre maggiore di iniziative volte a coinvolgere le organizzazioni della diaspora, rimane la necessità di una cooperazione e di un coordinamento più efficaci e di progetti più sostenibili. Diversi Paesi d'origine hanno iniziato a prendere in considerazione la diaspora integrandola nella pianificazione dello sviluppo, nelle strategie e nei piani d'azione. Altri Paesi d'origine, invece, non dispongono ancora delle condizioni necessarie per integrare gli appartenenti alla diaspora allo sviluppo. Una più stretta collaborazione tra gli attori che sanno riconoscere il potenziale della diaspora apre nuove prospettive per lo sviluppo nei Paesi d'origine.

Building Regional and National capacities for improved Migration Governance in the IGAD Region

01.01.2022 - 31.08.2027

The Horn of Africa is of high interest for Switzerland in terms of migration policy. Swiss support to the Intergovernmental Authority on Development (IGAD) and its Member States will contribute to improve their migration governance capacities so as to enable the organisation to effectively implement regional, continental and global regulatory standards for the protection of refugees and vulnerable migrants in the region.


BiH Diaspora Platform

15.07.2020 - 30.06.2024

Switzerland is host to a significant diaspora from Bosnia and Herzegovina (BiH), including representatives of all nationalities constituting BiH. Since 2017, the i-platform serves as a bridge-builder among the heterogeneous members of the BiH diaspora in Switzerland and between the two countries, facilitating partnerships, know-how transfer, and investments. Through this exit phase, the i-platform shall gain full financial sustainability and become a meaningful and effective diaspora engagement model for development.


The "Bosnia i Herzegovina"-Platform

01.07.2020 - 31.12.2025

The Bosnia i Herzegovina Platform (BiH) is an initiative of diaspora associations that are already involved in development activities. The platform will enhance cooperation and strengthen the diaspora associations’ role as development actors. SDC aims at promoting the potential of migrants for sustainable development mainly through improved framework conditions. The permanent platform as an effective and dynamic network will set the grounds for competent coordination services to diaspora organizations, to the country of destination and to the country of origin.


Migration de travail et développement économique en Afrique de l'Ouest

La migration en Afrique de l’Ouest est en grande partie intra régionale, et se fait principalement à des fins de travail. Grâce à sa longue expérience en migration et développement (M&D), la Suisse vise à faciliter la contribution des migrant-e-s au développement socio-économique de la sous-région par la voie d'initiatives qui ont trait à leur protection, leur meilleure inclusion dans les zones urbaines, ainsi qu’à leur plus grande implication dans les trajectoires de développement des pays concernés. 


Moldova - Making the Most of Migration

01.01.2019 - 31.12.2022

One third of Moldovans already live abroad and the Government acknowledges that migration can bring many opportunities, if addressed and managed properly. SDC`s previous interventions resulted in a unique mobilization of migrants committed to contribute to the development of their home communities. Switzerland will further support Moldova in building a favorable environment for migrants to invest in their home country, as well as to provide good quality return and reintegration services.


Global Knowledge Partnership on Migration and Development (KNOMAD)

Migration is one of the 21st century’s defining features that significantly impacts economic and social development. It is thus crucial to ensure that the positive effects of migration on development are maximized, while the negative ones minimized. This is only possible if reliable evidence on migration and its interrelations with development is available. KNOMAD generates ground-breaking research and policy recommendations in the field of M&D. Switzerland has taken a lead in building-up KNOMAD as a pioneering knowledge initiative.


Africa-Europe Diaspora Development Platform (ADEPT)

01.12.2018 - 31.12.2021

Africa and Europe are intrinsically linked with respect to migration. Swiss support to the pioneering Africa-Europe Diaspora Development Platform (ADEPT) contributes to strengthening the capacities of African Diaspora Development Organisations based in Europe, including in Switzerland, to promote sustained development in Africa. As ADEPT and its members are active throughout the African continent, a support to the platform allows an outreach in Africa with a relatively limited financial investment.


Building Regional and National capacities for improved Migration Governance in the IGAD Region

The Horn of Africa is of high interest for Switzerland in terms of migration policy. Swiss support to the Intergovernmental Authority on Development (IGAD) and its Member States will contribute to improve their capacities to manage migration. Migrants and refugees will be better protected in the region and the contribution of migration to development of the Horn of Africa will be supported, hence stability promoted. The Swiss expertise and engagement at the policy level will contribute to foster a dialogue on migration between Switzerland and the Horn of Africa.


Youth for Change

15.12.2017 - 28.02.2023

SDC supports efforts to mobilize and empower young people in BiH to become agents of change. Young people will develop their competences and mobilize their peers in youth-led community projects. Successful and motivated young people will be further supported to become social entrepreneurs and create decent jobs. They will serve as role models for other youth and lay the groundwork for new social and economic values in their local communities.


Programme Global Migration et Développement en Afrique de l‘Ouest (PGMD AO)

Le Programme Global Migration et Développement pour l’Afrique de l‘Ouest (PGMD-AO) vise à maximiser le potentiel de la migration pour le développement durable de la région. Dans cette 2ème Phase, il est prévu de contribuer au renforcement de la mobilité dans le cadre des processus d’intégration régionaux et de renforcer les dispositifs et mécanismes de protection des personnes en mobilité transfrontalière, en particulier les enfants.


Mainstreaming the Concept of Migration and Development into Strategies, Policies and Actions in Bosnia and Herzegovina: Diaspora for Development (D4D)

About 2 million BiH citizens reside outside their country of origin. They retain strong connections with their homeland, and many of them are interested in contributing to its development with skills, know-how and financial investment. Switzerland supports BiH (in both entities and Brčko district) in creating a favorable environment for leveraging diaspora’s human and financial capital (as investors, providers of know-how and networkers) for the development of the country, thus contributing to economic growth, employment and income.


Migration Network Activities

The SDC Migration network provides the platform to share knowledge and experience on programmes, efforts and global developments in the field of migration and development at operational and policy dialogue level. It constitutes the framework to support activities contributing to the different network components, hence contributing to increase sharing of knowledge and enhanced connections among stakeholders.
