In Geneva today, Federal Councillor Ignazio Cassis attended the UN conference on flood-stricken Pakistan. In response to the emergency, the Swiss Confederation donated CHF 4 million for humanitarian aid in the summer of 2022 and is helping Pakistan to cope with the refugee situation with a further CHF 6 million. On the margins of the conference, Mr Cassis held various bilateral talks, including with UN Secretary-General António Guterres.

On 1 January, Switzerland became a non-permanent member of the UN Security Council for the years 2023 and 2024. Its seat on the Security Council is an opportunity for Switzerland to make its contribution to peace and security in the world, especially in the current tense global political context.

Around 350 million people worldwide are currently affected by acute hunger and dependent on food aid. In response to the worsening food crisis, President of the Swiss Confederation Ignazio Cassis has approved additional funding of 14.5 million Swiss francs for the United Nations World Food Programme (WFP). This increases Switzerland's 2022 contribution to the WFP to over 100 million.

The harsh winter is posing a severe threat to millions of Ukrainians. Many are without electricity and heating due to targeted attacks on the country's energy infrastructure. Switzerland is organising its next consignment of humanitarian aid for the Ukrainian population, with 40 heaters and an equal number of generators. The lorries loaded with this equipment left for Ukraine today.

Co-chaired by France and Ukraine, the high-level conference aims to coordinate the emergency and humanitarian response in support of Ukraine ahead of the winter months. An international network has been established to represent the states and international organisations in the future mechanism to coordinate aid to Ukraine, particularly in the areas of electricity, water, food security, health, and transport. Switzerland is contributing CHF 100 million to the international aid effort for Ukraine this winter.

The conference aims to coordinate the emergency and humanitarian response in the country ahead of the winter months.

On 12 December in Geneva, President of the Confederation Ignazio Cassis opened the summit of the high-level conference on effectiveness of the development cooperation.. Around 75 ministers and 3 heads of state participate, alongside more than 3,000 people attending virtually or in person. In his opening address, President Cassis underlined that only a stronger and more effective cooperation can respond to the global challenges. True to the principle of inclusivity, the summit brings together government representatives, donor countries and civil society to anchor sustainable development more strongly in local realities.

On Monday, 12 December, President Ignazio Cassis met with President Klaus Werner Iohannis and Prime Minister Nicolae Ciucă in Bucharest. President Cassis then signed an agreement on the implementation of the second Swiss contribution with Finance Minister Adrian Câciu. Under the agreement, Switzerland will provide CHF 221.5 million to finance various projects in Romania until 2029. Prior to visiting Bucharest, Mr Cassis had a working meeting with the President of the Republic of Moldova, Maia Sandu.

At its meeting on 9 December, the Federal Council discussed the draft report 'Assessment of Swiss–EU relations. The Federal Council concludes in the report that the bilateral approach remains the most favourable solution for Switzerland. The report was adopted subject to the outcome of the consultation of the foreign affairs committees of both chambers of Parliament. Parliament, for its part, had repeatedly called on the Federal Council to conduct an assessment of Swiss policy on the EU.

On 2 December, the Federal Council decided to request CHF 130 million for the 2024 – 27 period to support the work of the Geneva Centre for Security Policy (GCSP), the Geneva International Centre for Humanitarian Demining (GICHD) and the Geneva Centre for Security Sector Governance (DCAF). In the coming years, the three Geneva centres will strengthen diplomatic dialogue, promote innovative approaches, for example to explosive ordnance disposal, and prioritise activities in Europe. They also aim to cooperate more closely with the UN, the EU and NATO.

At its meeting on 2 December 2022, the Federal Council approved Switzerland's continued support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). UNRWA will receive CHF 20 million annually for the years 2023 and 2024. With these funds, Switzerland is reaffirming its commitment to human development, humanitarian action and regional stability.

Ahead of Cyprus's presidency of the Council of the EU over the next six-month term, Ms Keller-Sutter took the opportunity to hold an in-depth discussion with the president of the Republic of Cyprus, Nikos Christodoulides, on the sidelines of the meeting of European heads of state and government.

Switzerland and the Republic of Equatorial Guinea signed an agreement today on the restitution of CHF 22.8 million to Equatorial Guinea. The funds will be used to finance a project aimed at improving the quality of and access to primary healthcare services for vulnerable peoples in four of the Central African country's provinces. The funds returned will therefore benefit the country's population.

During the high-level week of the 80th session of the General Assembly of the United Nations, the FDFA highlighted its priorities: promoting peace, respecting international humanitarian law and strengthening multilateral cooperation. Federal Councillor Ignazio Cassis, head of the FDFA, took part in several conferences and bilateral meetings, addressing topics such as Switzerland's future OSCE chairpersonship in 2026, Russia's war against Ukraine, the situation in the Middle East and the protection of civilians in armed conflicts.

Conformément aux efforts déployés depuis longtemps par la Suisse en faveur d'une solution politique au conflit au Proche-Orient, le conseiller fédéral Ignazio Cassis a participé à New York à la conférence sur la solution à deux États. Cette conférence est une reprise de la réunion de haut-niveau tenue au mois de juillet dans le cadre de l’Assemblée générale de l’ONU sur le même sujet. From 14 to 21 September 2025, a delegation of 12 Sri Lankan lawmakers and high-level political decision-makers, including members of the government and the opposition, is visiting Switzerland at the invitation of the FDFA. The head of the FDFA, Federal Councillor Ignazio Cassis, will be in Vienna from 17 to 18 September 2025. At its meeting on 12 September 2025, the Federal Council decided to earmark CHF 64 million for the Global Fund to Fight AIDS, Tuberculosis and Malaria for the period 2026–28. Through this support, Switzerland is helping to save millions of lives, prevent the spread of infectious diseases and strengthen healthcare systems in the most vulnerable countries. It is also reaffirming Geneva's role as the global capital of health and a key location for multilateralism.

Switzerland has decided to allocate CHF 1 million to help those affected by the earthquake in Afghanistan. Three days after the disaster, the death toll stands at over 1,400, with 3,000 injured. The affected areas, located in the east of the country near the border with Pakistan, are difficult to access, which is complicating relief efforts.

At its meeting on 20 December 2019, the Federal Council approved an exchange of notes between Switzerland and Italy regarding the change of the customs status of the Italian enclave of Campione d'Italia. This exchange of notes is necessary to ensure legal certainty and facilitates the transition of Campione d'Italia into the European Union's customs territory, scheduled for 1 January 2020.

The purpose of the forum, which takes place on 17 and 18 December at the Palais des Nations in Geneva, is to find shared solutions to meet the needs of refugees and their host communities.
